MotorCity Casino Offers Rolex Watches

DETROIT, MI -- Throughout the world few things evoke the response and prestige of a Rolex watch. Now, MotorCity Casino is giving its players a chance to win his and hers gold and diamond Rolex Presidential watches. From now until January 15, MotorCity Casino Baccarat players have the chance to win two beautiful Rolex Presidential watches, simply for playing Baccarat or Mini Baccarat on the fourth floor of the casino.

Patrons can qualify for the drawing in two ways: If while playing, a patron is dealt a Natural eight or nine and win the hand; or if they wager on a tie and the outcome of the hand is a tie, they will receive an entry for the drawing. All earned entry tickets must be deposited in a drawing drum, located on the fourth floor of the casino by 5:15 pm on January 15. Entry tickets will be distributed for the drawing until 5:00 pm on Monday, January 15. The drawing for the Rolexes will take place on January 15 at 7:00 pm on the fourth floor of the casino. Interpretation May Affect Nevada's
Internet Gaming Measure's Fate

Confusion over the interpretation of a 39-year-old federal ban on wagers through electronic communication is one of the issues that could affect a Nevada legislative proposal to legalize Internet gambling.

Nevada gaming regulators believe legalizing Internet casinos would violate the 1961 Wire Act, which banned sports wagers that are made via the telephone or other communication devices.

"I don't think the gaming commission would want to adopt something that interferes with the Wire Act," said Steve DuCharme, the outgoing chairman of the Nevada Gaming Control Board.

Tony Cabot, an Internet gambling attorney for Lionel Sawyer & Collins, said the wording in the federal law specifically indicates a ban on sports wagers, but makes no reference to computer-based casinos, which offer online blackjack or e-poker games.

"The way it's written, it clearly does not apply to Internet casinos," Cabot said. "And if that's the case, where you accept bets from would be the issue of legality. It would have to be intrastate and from foreign markets."

Cyberspace wasn't a thought when Attorney General Robert Kennedy argued before Congress in 1961 that a law was needed to cripple organized crime's illegal bookmaking operations.

Yet, nearly 40 years later, some say the Wire Act was written broadly enough to include today's technological advancements, such as the Internet.

A proposed bill by Assemblywoman Merle Berman, R-Las Vegas, has brought this argument to the forefront. Her measure would aim to legalize Internet gambling within the state and have Nevada gaming regulators adopt regulatory standards.

The 71st session of Nevada's Legislature starts February 5, 2001.
