CAPE
TOWN, SOUTH AFRICA - Sun International announced that the $204 million
(R1.56-billion) Grand West Casino and Entertainment World will open
December 19, 2000.
Located in the
Goodwood area, north of Mother City in South Africa, Grand West
Casino and Entertainment World is one of the largest ever made in
the Western Cape and is expected to have major spin-offs for tourism
and the local economy.
There
are two world-class hotels being built at Grand West Casino and
Entertainment World, catering for both the luxury and budget traveler.
The 40-room, 4-star, full-service Grand Hotel is a recreation of
the historic establishment, which used to grace Adderly Street.
Its historic fa�ade recreates an era long since forgotten in the
modern metropolis of 21st Century Cape Town. The more affordable
City Lodge features 120 rooms and is modeled on a Cape-Dutch homestead,
complete with a traditional gable.
The naval-themed
casino will feature 1,750 slot machines with denominations from
as little as 25c to R100, 66 tables with American Roulette, Blackjack,
Stud Poker and Punto Banco, and cashless slot machines that accepts
smart-cards. The casino will also be home to the Admiralty Buffet
Restaurant and De Gouwde Anchor Bar.

New
Tax Code Threatens Russian Casinos
MOSCOW,
RUSSIA - /CasinoWire/ - A new "Tax Code" threatens to wipe out
legal casino gambling in Russia. "If the Tax Code is not urgently
amended, many gambling businesses will either cease to exist or
be forced to switch to an illegal existence," maintains Samuil
Binder, financial director of the Metelitsa Leisure Center.
The
new Tax Code establishes a 35 percent tax on any winnings from
games "involving risk" and makes casinos responsible for collecting
this tax from its clients. According to Binder, taxing all winnings
in casinos could lead to situations when a client is taxed even
if he/she loses money, because there is no system for tracking
winnings and distinguishing them from the money a person had in
his pocket originally. The Tax Code also requires casinos to gather
personal data on their gamblers for reports. Binder says this
rule is "a serious breach of privacy." Binder and other managers
of gaming establishments hope to lobby the necessary amendments
through the State Duma before or soon after the new Tax Code goes
into effect January 1, 2001
